In a significant move to strengthen Dubai’s global image as the cleanest and most livable city, Dubai Municipality has officially launched a cutting-edge digital app called “Eltizam”. This smart platform is designed to empower a select group of Dubai officials with judicial enforcement authority to report and document violations related to public cleanliness.

The launch of Eltizam comes in alignment with Dubai’s broader vision to be a global model for sustainable, smart cities and to maintain its status as a city where quality of life, environmental responsibility, and civic engagement go hand in hand.

Smart Monitoring at Your Fingertips

Eltizam is a practical step towards combining technology with urban management. The app allows designated officials to capture real-time violations by taking photos and automatically tagging the location. This enables quick action and ensures accurate documentation. Alongside this, users can add relevant notes to their reports, creating a robust digital trail of accountability.

Currently, the app focuses on eight key cleanliness violations, all classified as negative behaviors that distort Dubai’s civil appearance. These include:

  • Spitting in public places

  • Disposing of chewing gum waste improperly

  • Throwing garbage in unauthorized areas

  • Dumping organic or general waste into the sea, beaches, creeks, or ports

  • Washing vehicles in unapproved locations

  • Starting fires or barbecuing in unauthorized public areas

  • Random posting of ads and printed materials

  • Failure of pet owners to clean up after their animals in public areas

Backed by Legal Framework and Community Engagement

Eltizam operates under Dubai Law No. (19) of 2024, which governs judicial enforcement procedures. This legal backbone ensures that the app’s operations are not only efficient but also firmly embedded in Dubai’s commitment to lawful and transparent city management.

More than just a tool for enforcement, Eltizam also serves to strengthen community leadership and civic responsibility. By involving top-level officials in direct monitoring efforts, the app fosters a shared sense of ownership over the city’s cleanliness and beauty.
