The United Arab Emirates will mark tomorrow the 35th anniversary of the passing of the late Sheikh Rashid bin Saeed Al Maktoum, may he rest in peace — the founding figure behind Dubai’s transformation into the vibrant, world-renowned city it is today. His name remains closely tied to the emirate’s rise and development, and to the groundbreaking achievements that helped shape its future.

On this solemn occasion, Emiratis recall the legacy of a leader whose foresight and vision extended far beyond his time. Sheikh Rashid was among the first to recognize the value of strategic planning, sustainable development, and the vital importance of investing in people before infrastructure.

Sheikh Rashid passed away on October 7, 1990 (18 Rabi’ al-Awwal 1411 AH), at the age of 78. He spent his life in service of his country and people, devoting his energy and resources to building a path of growth, prosperity, and lasting progress.

Foundations of Growth

Since assuming leadership of Dubai in 1958, Sheikh Rashid laid the cornerstone for the city’s transformation into a modern and advanced urban center. Under his leadership, Dubai witnessed a development surge, including the construction of roads and bridges that connected the emirate’s shores, the expansion of Dubai Creek, and the establishment of new ports that strengthened its position as a commercial gateway between East and West.

Sheikh Rashid firmly believed that true development could only be achieved through a solid infrastructure capable of supporting future ambitions. He launched pioneering projects at a time when resources were limited and capabilities were modest — but his belief in the people of the UAE and their potential was stronger than any obstacle.

Transformational Achievements

His contributions marked a turning point in Dubai’s history. Sheikh Rashid inaugurated Dubai International Airport on September 30, 1960, followed by the opening of Port Rashid in October 1972 — a monumental economic boost for Dubai and the UAE as a whole.

He continuously supported commerce and local traders, working to diversify revenue streams and attract international shipping lines. These initiatives laid the foundation for Dubai’s emergence as a global trade hub. Dubai Creek also evolved under his leadership into a major axis of economic activity, supporting maritime trade and fostering the city’s commercial appeal.

His role extended to building Dubai’s institutional and administrative systems, establishing government bodies that formed the bedrock of efficient governance.

A Leader Close to the People

Sheikh Rashid was known not only for his leadership but also for his human touch. He remained close to the public, engaging directly with citizens in markets, councils, and construction sites, following up on projects and listening to people’s needs firsthand.

He believed that the foundation of any nation lies in its people, and so he prioritized education, healthcare, and essential services for all residents. To him, building human capital was the key to building a strong, stable nation.

Vision for Economic Diversity

Long before the idea became a global economic priority, Sheikh Rashid understood the risks of relying on a single source of income. He was a pioneer in promoting economic diversification, strengthening sectors like trade, tourism, and services, and laying the groundwork for a dynamic economy open to the world.

It was this long-term vision that later enabled Dubai to become an international financial and tourism destination.

A Union Builder

Sheikh Rashid also played a crucial role in the formation of the United Arab Emirates in 1971. He stood alongside the late Sheikh Zayed bin Sultan Al Nahyan, may he rest in peace, in shaping the path of the Union, fully believing in the strength of unity and integration.

He supported efforts to foster strong ties between the Emirates, as well as with Arab and Islamic nations, paving the way for broader international cooperation.

A Legacy That Lives On

Today, 35 years after his passing, Sheikh Rashid’s legacy continues to echo throughout every corner of Dubai. His vision, determination, and generosity are imprinted in the emirate’s infrastructure, institutions, and global stature.

He was a leader who believed in the future, who turned dreams into solid foundations, and who gave generations to come a roadmap for progress and innovation. His legacy remains an enduring source of pride — a beacon of what visionary leadership can achieve.
