Dubai Health has announced the launch of the Unified Medical Examination service, a new initiative introduced under the “City Makers” program led by the General Secretariat of The Executive Council of Dubai. The service is designed to merge residency medical fitness tests and occupational health screenings into one unified, streamlined process—significantly reducing time, effort, and procedural complexity for applicants.
The initiative reflects Dubai’s continued commitment to enhancing government services through integration and innovation. It aligns with the objectives of the Dubai 2033 Plan, including both its economic and social agendas, and supports the emirate’s broader vision of delivering seamless, smart, and proactive public services.
One Application, One Visit
The Unified Medical Examination service enables professionals across various sectors to complete both medical fitness and occupational health requirements through a single, automated application. Based on the applicant’s registered profession, the system determines the required screenings, allowing all necessary medical tests to be completed in just one visit.
Following the issuance of medical results, residency procedures are processed automatically, ensuring a smooth and efficient journey for customers. The integration of databases among relevant authorities further enhances accuracy, eliminates duplication, and accelerates decision-making.
Advancing Preventive Planning and Digital Integration
His Excellency Dr. Alawi Alsheikh Ali, Director General of the Dubai Health Authority, stated that the launch of the Unified Medical Examination service reflects Dubai’s progressive approach to integrated digital government services. He emphasized that the unified pathway enhances the efficiency of medical fitness and occupational health processes while strengthening automation and data exchange between government entities.
He added that the initiative supports preventive planning efforts and ensures readiness to accommodate Dubai’s continued population and economic growth.

His Excellency Lieutenant General Mohammed Ahmed Al Marri, Director General of the General Directorate of Identity and Foreigners Affairs in Dubai, described the service as a practical embodiment of Dubai’s integrated government model, built on institutional connectivity and seamless system integration.
He noted that the residency authority plays a central role in securely linking databases and facilitating automated data exchange with strategic partners. This ensures accurate information sharing, speeds up residency issuance upon completion of requirements, and enhances overall service quality. The integration also improves data reliability, reduces redundancy, and leverages advanced technologies to serve people first.
Strengthening Inspection and Workplace Safety
His Excellency Eng. Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, highlighted that the service represents a strategic advancement in supporting Dubai’s inspection and regulatory framework. By intelligently linking unified databases, inspection teams can access real-time, accurate information during field operations.
This contributes to ensuring compliance with occupational health and safety standards, strengthening preventive measures, and improving emergency response capabilities—ultimately fostering a safe and healthy working environment aligned with international best practices.

His Excellency Dr. Amer Sharif, CEO of Dubai Health and President of Mohammed Bin Rashid University of Medicine and Health Sciences, described the Unified Medical Examination as a transformative milestone in the development of shared government services. He noted that the initiative reflects constructive collaboration among government entities under the City Makers program and translates Dubai’s vision of delivering smart, forward-looking services that reinforce the emirate’s position as a global leader in integrated government excellence.
Service Centers and Future Expansion
The Unified Medical Examination service will be available across eight Dubai Health medical fitness centers: Al Garhoud, Al Nahda, Al Karama, Al Yalayis, Bur Dubai, Jebel Ali Free Zone, Zabeel, as well as Salem Smart Centers. Plans are underway to expand the capacity of these centers to meet growing demand and accommodate increasing customer numbers.

Launched in 2014 by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence, and Chairman of The Executive Council of Dubai, the City Makers initiative has played a vital role in redesigning and enhancing shared government services across the emirate.
In 2025, the initiative adopted an evolved, more comprehensive approach aimed at delivering greater impact on individuals’ lives.
