Dubai has opened a new chapter in the development of autonomous transportation with the launch of Dubai Mobility Labs, described as the smartest integrated testing ground of its kind in the Middle East. Developed by the Roads and Transport Authority (RTA) in partnership with the Dubai Integrated Economic Zones Authority (DIEZ), the facility is designed to test self-driving vehicles and emerging mobility technologies before they are introduced on public roads.
The launch follows the directives of the wise leadership, may God protect them, to accelerate the adoption of autonomous mobility technologies and prepare Dubai for future transportation systems.
The facility brings together dedicated testing tracks, controlled testing areas, and public roads where companies can assess how their vehicles perform in real traffic conditions. It also gives vehicle manufacturers, technology developers, research institutions, and startups access to infrastructure that supports the development, testing, and approval of autonomous driving systems.
Dubai Mobility Labs is part of the emirate’s wider efforts to achieve the Dubai Smart Self-Driving Transport Strategy, which aims to make 25% of all trips in Dubai autonomous by 2030. The facility is intended to help companies move their technologies beyond experimental testing and toward safe, reliable commercial operations.
Dubai Mobility Labs: An Integrated Environment for Testing Future Technologies
Dubai Silicon Oasis, the technology and innovation-focused economic zone affiliated with DIEZ, is home to the new Dubai Mobility Labs.
The facility has been developed to accommodate different stages of autonomous vehicle testing, from controlled experiments to trials on public roads. Its infrastructure includes dedicated testing tracks and a multipurpose area where a wide range of traffic situations can be recreated under controlled conditions.
Beyond the testing ground itself, the project incorporates public-road testing environments extending from Dubai Silicon Oasis to the Al Qudra area.
This combination allows developers to assess their vehicles in different operating environments. A vehicle can be tested in a controlled setting before being evaluated in real traffic, where road conditions, other vehicles, pedestrians, and environmental factors introduce additional challenges.
The testing process examines how autonomous driving systems respond to these changing conditions, including their ability to detect surrounding objects, make driving decisions, and interact safely with other road users.
By bringing these testing environments together, Dubai Mobility Labs provides companies with a comprehensive system for testing, verification, and certification. The aim is to establish the safety, efficiency, and reliability of autonomous vehicles before they progress to wider testing and eventual operation on Dubai’s roads.
248 Testing Scenarios to Evaluate Autonomous Vehicle Performance
One of the main features of Dubai Mobility Labs is its extensive range of testing scenarios. The facility supports 248 scenarios across controlled environments and public roads, allowing developers to examine how autonomous vehicles perform under different traffic and operating conditions.
Of these, 195 scenarios can be carried out in the multipurpose testing area. The original design accommodated 143 scenarios, while subsequent design improvements added another 52, expanding the range of traffic situations that can be simulated.
The scenarios reflect conditions that self-driving vehicles may encounter in urban environments. They allow developers to test vehicle sensing systems, decision-making capabilities, interactions with other road users, and responses to changes in surrounding traffic conditions.
Testing across such a broad range of situations helps companies identify how their technologies behave under different circumstances and verify their readiness before moving to public-road trials and commercial operations.
The multipurpose area has also been equipped with the facilities companies need to conduct their tests. Alongside its tracks and traffic infrastructure, it includes office and service facilities and three supporting light-industrial units with operational and indoor installation facilities.
Three electric vehicle chargers, each with a capacity of 60 kilowatts, are available to meet the technical and operational requirements of participating companies.
Together, these facilities provide a dedicated environment where developers can conduct tests, evaluate vehicle performance, and carry out the technical work required during the development of autonomous mobility systems.

His Excellency described the facility as the smartest integrated testing ground of its kind in the region, providing strategic infrastructure for testing advanced mobility technologies in both controlled and real-world environments. These tests allow developers to verify the safety, efficiency, and readiness of their systems before introducing them on public roads.
He added:
“The labs are one of the main pillars supporting the Dubai Smart Self-Driving Transport Strategy, which aims to convert 25% of all trips in the emirate into autonomous journeys by 2030. They provide an integrated pathway for developing, testing, verifying, and approving technologies, with the aim of accelerating the safe and orderly transition from the experimental stage to actual and commercial operations, while supporting the readiness of infrastructure and the regulatory and technological framework to accommodate next-generation mobility solutions.”

Global Companies Test Their Technologies at Dubai Mobility Labs
Dubai Mobility Labs has already hosted successful tests involving autonomous vehicles and technologies developed by international companies, including WeRide, Pony.ai, and Tesla.
These trials demonstrate the facility’s readiness to accommodate different autonomous driving technologies and provide companies with the infrastructure needed to evaluate their systems before they progress to operations on Dubai’s public roads.
To manage the facility during its initial operating period, the Roads and Transport Authority has appointed DEKRA as the operator of Dubai Mobility Labs for the first three years.
DEKRA will oversee daily operations, coordinate testing activities, supervise the facilities, and ensure compliance with international safety standards and established operational practices.
Its responsibilities include maintaining the reliability of testing procedures and ensuring that participating companies operate within the required safety framework.
The appointment is intended to strengthen confidence in the testing process and support the international standing of Dubai Mobility Labs as a facility for evaluating autonomous transportation technologies.
With specialized infrastructure and an appointed operator, the labs provide companies with the facilities and operational support needed to test their vehicles, assess performance, and verify their readiness for safe deployment.
