Dubai is continuing to strengthen its position as one of the world’s most future-ready cities by expanding the use of artificial intelligence across government services and using advanced technologies to make the customer experience easier and more efficient.
The Dubai Future Foundation has announced the launch of the “Government Services Development Program Using Agentic AI” as part of the Dubai Future Accelerators program.
The initiative is designed to help Dubai government entities speed up the development of prototypes and introduce government services powered by Agentic AI, in line with the UAE’s broader efforts to deliver some of the world’s most advanced government services and keep pace with the rapid changes of the AI era.
The program is organized by the Dubai Centre for Artificial Intelligence, which is overseen by the Dubai Future Foundation, in cooperation with the Dubai Electronic Security Center and Digital Dubai.
Through this partnership, government entities will be supported in developing AI-powered services within short timeframes and according to high standards of quality and digital compatibility.
The program also aims to simplify government procedures, make services easier for customers to use, and reinforce Dubai’s competitiveness and leadership as one of the cities best prepared for the future.
33 Government Entities Participate in the First Phase
The first phase of the “Government Services Development Program Using Agentic AI” will bring together 33 government entities, reflecting the growing role of artificial intelligence in the continued development of Dubai’s government service ecosystem.
Their participation will support work across a broad range of use cases that could help improve service quality, reduce procedural steps, and create faster and more intelligent experiences for customers.
The program is built around turning promising ideas and use cases into practical models that can be tested and developed, helping government entities move more quickly from early concepts to services that can be implemented and expanded.
Evaluating More Than 300 AI Use Cases
During the first phase, more than 300 general use cases will be analyzed and evaluated to identify the most suitable opportunities for further development and to improve their effectiveness, accessibility, and overall performance through different Agentic AI tools.
The work will be carried out in cooperation with companies that have received the “Dubai AI Seal,” an artificial intelligence certification initiative launched by the Dubai Centre for Artificial Intelligence, which is overseen by the Dubai Future Foundation.
Through this approach, Dubai aims to make greater use of Agentic AI capabilities in developing services that can better understand user needs, reduce traditional procedural steps, and speed up the completion of government transactions.
More Proactive Government Services
His Excellency Hamad Obaid Al Mansoori, Director General of Digital Dubai, said that the development of government services in Dubai is an ongoing journey based on the leadership’s vision and directives to continuously enhance the human experience and establish a government model that anticipates the future while keeping pace with rapid changes in society’s needs and technology.
His Excellency said: “Excellence in government services goes beyond meeting customers’ needs to understanding the changes in their lives, anticipating their future needs, and designing services around them.
The Government Services Development Program Using Agentic AI represents a qualitative step in this direction by using data and artificial intelligence to move from responding to customers to anticipating their needs, and by creating smarter, smoother, and more personalized experiences.”
This direction reflects a move toward a more advanced stage of government service delivery, one that does not focus only on meeting immediate customer needs but also seeks to understand future changes and design services capable of responding to them.

Strengthening Dubai’s Leadership in AI
Khalfan Juma Belhoul, Chief Executive Officer of the Dubai Future Foundation, said that the launch of the “Government Services Development Program Using Agentic AI” is in line with the directives of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defense, and Chairman of the Board of Trustees of the Dubai Future Foundation, for Dubai to become a global leader in adopting Agentic AI across all government services and to continue raising service standards for Dubai’s community and all its sectors.

As the adoption of artificial intelligence accelerates, cybersecurity, governance, and data protection remain essential parts of the process of developing new government services, helping ensure that advanced technologies are used within a secure and trusted digital environment.
Yousef Hamad Al Shaibani, Chief Executive Officer of the Dubai Electronic Security Center, said: “Artificial intelligence is reshaping the way government services are designed and delivered, and the role of the Dubai Electronic Security Center is to ensure that these transformations are built on solid foundations of security, governance, and trust from day one.
Cybersecurity cannot be an afterthought in the journey of adopting artificial intelligence. It must be an integral part of every stage, from planning and design through to operation and monitoring.
Through our regulatory frameworks, including the Dubai Information Security Regulation and the Artificial Intelligence Security Policy, the Dubai Electronic Security Center provides government entities with the structure and guidance needed to adopt artificial intelligence independently and responsibly, without compromising compliance, data protection, or digital resilience.”
