It proves how long-term vision, political stability, and proactive diplomacy can lead to tangible gains in citizens’ mobility and enhance a nation’s soft power.”

Remarkably, the UAE now outranks traditionally powerful passports such as New Zealand (6th), the UK and Australia (7th), Canada (8th), and the United States (10th) — reflecting its emergence as a global leader in building constructive international relations. This has directly translated into broader visa-free access for Emirati citizens.

His Excellency Omar Obaid Al Shamsi, Assistant Minister of Foreign Affairs, commented:

“The UAE’s record-breaking passport strength is a reflection of our leadership’s forward-looking vision and unwavering commitment to openness, dialogue, and international cooperation. The economic and social benefits of travel become even more pronounced as access becomes easier. While many governments tighten border controls, they should also embrace technological advances like digital identities and passports. Seamless travel and secure borders can — and should — coexist.”

Exclusive research by Henley & Partners has identified key structural factors driving passport power, including reciprocal visa agreements, proactive foreign relations, economic strength, and tourism-driven openness.

Findings reveal that countries actively pursuing visa waivers and cooperative relationships tend to expand travel freedom for their citizens. There is also a strong correlation between political and economic stability, openness to foreign visitors and residents, and sustainable improvements in passport strength — all embodied by the UAE’s model.

Dr. Kaelin concluded:

“Passport strength is no accident.
