{"id":15057,"date":"2026-05-05T14:02:30","date_gmt":"2026-05-05T10:02:30","guid":{"rendered":"https:\/\/blog.uaehumanjourney.com\/en\/?p=15057"},"modified":"2026-05-05T14:11:06","modified_gmt":"2026-05-05T10:11:06","slug":"under-directives-of-uae-president-and-in-world-first-mohammed-bin-rashid-reveals-new-uae-government-framework-to-deploy-agentic-ai-across-50-of-government-sectors","status":"publish","type":"post","link":"https:\/\/blog.uaehumanjourney.com\/en\/2026\/05\/05\/under-directives-of-uae-president-and-in-world-first-mohammed-bin-rashid-reveals-new-uae-government-framework-to-deploy-agentic-ai-across-50-of-government-sectors\/","title":{"rendered":"Under directives of UAE President and in world first: Mohammed bin Rashid reveals new UAE government framework to deploy Agentic AI across 50% of government sectors"},"content":{"rendered":"<p data-start=\"677\" data-end=\"1175\">Under the directives of His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE, may Allah protect him, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President of the State, Prime Minister and Ruler of Dubai, may Allah preserve him, announced a new framework for the UAE Government, which aims to transform 50% of the sectors, services and operations of the government to apply self-executing and self-leading artificial intelligence models, Agentic AI, within two years.<\/p>\n<p data-start=\"1177\" data-end=\"1817\">This came during the Cabinet meeting chaired by His Highness Sheikh Mohammed bin Rashid Al Maktoum, in the presence of His Highness Sheikh Mansour bin Zayed Al Nahyan, Vice President of the State, Deputy Prime Minister and Chairman of the Presidential Court; His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence; His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance; and His Highness Sheikh Abdullah bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Foreign Affairs.<\/p>\n<p data-start=\"1819\" data-end=\"2084\">His Highness Sheikh Mohammed bin Rashid Al Maktoum said that the new framework comes within a clear vision for the UAE Government to be the first globally in transforming its sectors and services to self-executing and self-leading models of artificial intelligence.<\/p>\n<p data-start=\"2086\" data-end=\"2532\">His Highness added that artificial intelligence models today are able to monitor changes, provide analyses, submit recommendations, manage operations, and implement an independent chain of procedures without human intervention. His Highness stated that artificial intelligence will be the executive government partner to support decisions, improve services, raise the efficiency of operations, evaluate results and make improvements in real time.<\/p>\n<p data-section-id=\"lkufne\" data-start=\"2534\" data-end=\"2588\"><strong>Two Years to Complete the Government Transformation<\/strong><\/p>\n<p data-start=\"2590\" data-end=\"2819\">His Highness Sheikh Mohammed bin Rashid Al Maktoum confirmed that there is a specific deadline to complete this transformation, according to the directives of the President of the State, may Allah protect him, which is two years.<\/p>\n<p data-start=\"2821\" data-end=\"3285\">His Highness explained that the evaluation of ministers, directors general and all federal entities during the next two years will be based on their ability to keep pace with this transformation, their speed in applying the new standards of government work, their understanding of the new technical reality that the world is witnessing, and their skill in using artificial intelligence tools to create completely new mechanisms for managing future government work.<\/p>\n<p data-start=\"3287\" data-end=\"3536\">His Highness also said that all federal government employees will be transformed to become experts in this field through continuous specialized training, with the aim of enabling them to understand this transformation and deal with its requirements.<\/p>\n<p data-start=\"3538\" data-end=\"3797\">His Highness affirmed that the government is proud of its cadres and all its employees, and will train them, refine their skills, raise their value and build their capabilities to manage the largest government transformation project during the next two years.<\/p>\n<p data-start=\"3799\" data-end=\"4250\">His Highness Sheikh Mohammed bin Rashid Al Maktoum also stated that His Highness Sheikh Mansour bin Zayed Al Nahyan will supervise the achievement of the vision of the President of the State, may Allah protect him, in this important government transformation. A working team has also been formed, headed by His Excellency Mohammad bin Abdullah Al Gergawi, Minister of Cabinet Affairs, to follow up implementation under the supervision of His Highness.<\/p>\n<p data-section-id=\"109duzz\" data-start=\"4252\" data-end=\"4331\"><strong>Applying Self-Executing Artificial Intelligence Models in the UAE Government<\/strong><\/p>\n<p data-start=\"4333\" data-end=\"4570\">The new framework aims to apply Agentic AI models within government work, in a step that seeks to create a qualitative transformation in the efficiency of government work, the quality of services and the speed of completing transactions.<\/p>\n<p data-start=\"4572\" data-end=\"4856\">The project aims to transform 50% of government sectors, services and operations to apply self-executing and self-leading artificial intelligence models within two years, through redesigning government policies, operations and procedures based on artificial intelligence capabilities.<\/p>\n<p data-start=\"4858\" data-end=\"5058\">The framework enables smart systems to carry out tasks proactively and accurately, contributing to reducing operational costs, enhancing productivity, and providing faster and more efficient services.<\/p>\n<p data-start=\"5060\" data-end=\"5366\">The project includes phased implementation across ministries and federal entities, according to a clear methodology based on continuous performance measurement and impact assessment, in preparation for expanding the experience on a wider scale and ensuring the best results at the federal government level.<\/p>\n<p data-start=\"5368\" data-end=\"5801\">The project will also focus on developing national capabilities by qualifying government employees and enabling them to employ generative artificial intelligence technologies and advanced applications. It will strengthen their role as artificial intelligence experts, designers of solutions, supervisors of smart systems, and partners in developing a government model that is more flexible and more responsive to future requirements.<\/p>\n<p data-start=\"5803\" data-end=\"6142\">The directives also include developing clear governance frameworks for applying artificial intelligence solutions in government entities, in a way that ensures unified methodologies, raises the efficiency of use, and maximizes the return from employing these technologies in improving government performance and sustaining its development.<\/p>\n<p data-section-id=\"1tvspqv\" data-start=\"6144\" data-end=\"6208\"><strong>A Leadership Vision for the Transformation of Government Work<\/strong><\/p>\n<p data-start=\"6210\" data-end=\"6585\">The Government of the United Arab Emirates has witnessed a radical and gradual transformation in the government work model, moving from traditional management based on paper procedures to an integrated digital government model, and then to employing artificial intelligence as a central tool in decision-making, leading to more advanced systems based on autonomous operation.<\/p>\n<p data-start=\"6587\" data-end=\"6775\">This path reflects a government approach based on proactivity and on transforming technology into a main driver for raising the efficiency of government work and enhancing quality of life.<\/p>\n<p data-start=\"6777\" data-end=\"7014\">In 2010, His Highness Sheikh Mohammed bin Rashid Al Maktoum focused on developing mechanisms of government work in an unconventional way, so the UAE Government gradually began electronic transformation and digitization of basic services.<\/p>\n<p data-start=\"7016\" data-end=\"7298\">In 2013, the Smart Government initiative was launched, redefining the concept of government service by moving it to mobile phones. This contributed to reducing the time required to complete a large number of transactions and expanding access to government services around the clock.<\/p>\n<p data-start=\"7300\" data-end=\"7663\">By 2015, a large percentage of federal government services had become available through digital channels, supported by advanced infrastructure that includes electronic payment systems and the unified digital identity system, led by the UAE PASS platform, which contributed to unifying access to government services and simplifying digital verification procedures.<\/p>\n<p data-start=\"7665\" data-end=\"8011\">At this stage, the focus moved from digitizing services to redesigning them, in a way that strengthens data integration between entities and reduces customer involvement in procedures. This led to the launch of digital government directions that reshaped the government work model to become based on data and full interconnection between systems.<\/p>\n<p data-start=\"8013\" data-end=\"8339\">This transformation was further strengthened through qualitative initiatives such as the Government Services 2.0 program, which moved government work from a request-response model to a proactive services model, where the service is provided before it is requested, based on data analysis and the linking of government systems.<\/p>\n<p data-start=\"8341\" data-end=\"8665\">In 2017, the United Arab Emirates consolidated its global leadership by appointing the world\u2019s first Minister of State for Artificial Intelligence, and launching the UAE Strategy for Artificial Intelligence 2031, which aims to integrate artificial intelligence into government work and the economy in services and analytics.<\/p>\n<p data-section-id=\"3x4c2r\" data-start=\"8667\" data-end=\"8711\"><strong>Developing the Government Services System<\/strong><\/p>\n<p data-start=\"8713\" data-end=\"8920\">The Cabinet approved a number of decisions and projects within the framework of developing the government services system, including the adoption of the UAE Code for Government Services and Zero Bureaucracy.<\/p>\n<p data-start=\"8922\" data-end=\"9288\">The code aims to establish national frameworks, policies and standards that improve service quality, simplify procedures, enhance customer experience, support digital transformation at the federal government level, and move from multiple frameworks to a unified federal reference that ensures consistent and actual application across all federal government entities.<\/p>\n<p data-start=\"9290\" data-end=\"9642\">The project aims to establish a culture of continuous excellence in providing federal government services, ensure ongoing improvement in service quality and customer experience, and transform federal frameworks, policies and standards into an effective tool for improving the quality of government services and raising the efficiency of their delivery.<\/p>\n<p data-start=\"9644\" data-end=\"9990\">The general framework of the UAE code consists of eight main pillars: a simpler, easier and faster experience; the customer first; humanizing services; consistency of experience across different service channels; flexible and secure digital systems; a culture of distinguished service; participatory design; and efficiency of service and systems.<\/p>\n<p data-section-id=\"18ndhek\" data-start=\"9992\" data-end=\"10055\"><strong>Digital Records and Government Service Data Sharing Policies<\/strong><\/p>\n<p data-start=\"10057\" data-end=\"10457\">The Cabinet approved the Digital Records Policy for Government Services in the federal government. The policy aims to establish a unified national framework for managing digital records of government services, define digital records of government services as the single official source for main data, and enhance transparency through the Records Guide, which documents all records and their metadata.<\/p>\n<p data-start=\"10459\" data-end=\"10679\">The policy also aims to ensure the sustainability of data quality through periodic mechanisms to measure compliance and continuous improvement, and to link digital records of government services with national priorities.<\/p>\n<p data-start=\"10681\" data-end=\"10973\">In the same context, the Cabinet approved the Government Service Data Sharing Policy, which establishes the principle of \u201crequesting data once\u201d to ensure that personal data is requested from the customer only one time, and then shared securely and privately among federal government entities.<\/p>\n<p data-start=\"10975\" data-end=\"11384\">This policy will focus on establishing governance controls for data sharing, defining responsibilities and roles, ensuring integration and consistency between federal and local entities and the private sector, enhancing data quality, efficiency and reliability of exchange, enabling data sharing with the private sector to serve the national economy, protecting data privacy and ensuring information security.<\/p>\n<p data-section-id=\"km7cyo\" data-start=\"11386\" data-end=\"11435\"><strong>Guide for Aligning Government Digital Projects<\/strong><\/p>\n<p data-start=\"11437\" data-end=\"11644\">As part of continuous efforts to enhance the efficiency of government work, the Cabinet approved the issuance of the Guide for the Framework of Aligning Government Digital Projects in the federal government.<\/p>\n<p data-start=\"11646\" data-end=\"11956\">The guide aims to enhance the alignment of digital projects at the level of federal government entities with national strategic directions, encourage the optimal use of resources, and promote the reuse of existing government capabilities such as digital identity, digital wallet and digital protection systems.<\/p>\n<p data-start=\"11958\" data-end=\"12291\">It also aims to develop a governance framework to enhance the efficiency and effectiveness of early planning, reliance on feasibility studies and initial experimentation methods, and to avoid duplication in designing and implementing digital projects, in order to increase productivity and maximize impact in the short and long term.<\/p>\n<p data-section-id=\"1derr56\" data-start=\"12293\" data-end=\"12355\"><strong>Approving the Geographically Defined National Product Brand<\/strong><\/p>\n<p data-start=\"12357\" data-end=\"12648\">The Cabinet approved the project of the geographically defined national product, known as the \u201cgeographical indication\u201d, which aims to distinguish goods that have unique characteristics, exceptional quality or reputation derived from a specific geographical area in the United Arab Emirates.<\/p>\n<p data-start=\"12650\" data-end=\"12967\">These characteristics are linked to the natural and human factors in that area. The initiative aims to register and protect Emirati products that have features and characteristics connected to specific geographical areas within the country, whether they are agricultural goods, industrial goods or traditional crafts.<\/p>\n<p data-start=\"12969\" data-end=\"13200\">The project aims to enhance quality and confidence in national products that carry the geographically defined national product, \u201cgeographical indication\u201d, by ensuring their commitment to the highest international quality standards.<\/p>\n<p data-start=\"13202\" data-end=\"13750\">It also aims to protect these products as geographically defined national products, enhance the reputation of the national product by building a commercial identity linked to place, consolidate the identity and reputation of the area to which the product belongs, preserve traditional production methods inherited across generations, support agricultural tourism, attract visitors interested in heritage and authentic products, attract and encourage investment in national products, and support Emirati entrepreneurs to enter this promising sector.<\/p>\n<p data-section-id=\"90dofv\" data-start=\"13752\" data-end=\"13805\"><strong>Approving the UAE Digital Postal Addressing System<\/strong><\/p>\n<p data-start=\"13807\" data-end=\"13943\">The Cabinet approved the UAE Digital Postal Addressing System project, which was prepared according to the best international practices.<\/p>\n<p data-start=\"13945\" data-end=\"14296\">The project aims to enhance the development of digital infrastructure and postal and logistics services in the United Arab Emirates, and to support national efforts and programs for building smart cities and digital development by providing a unified digital addressing system that supports modern geographic applications and serves logistics sectors.<\/p>\n<p data-start=\"14298\" data-end=\"14689\">It also aims to implement a unified postal addressing system according to the requirements of the Universal Postal Union, and to enhance the capabilities of government entities such as municipalities, planning departments and geographic information systems centers in supporting urban planning operations, employing spatial inference practices and supporting the optimal use of spatial data.<\/p>\n<p data-section-id=\"drajge\" data-start=\"14691\" data-end=\"14756\"><strong>Restructuring the Higher Committee for Free Trade Negotiations<\/strong><\/p>\n<p data-start=\"14758\" data-end=\"15026\">The Cabinet approved the restructuring of the Higher Committee for Free Trade Negotiations, chaired by His Excellency Dr. Thani bin Ahmed Al Zeyoudi, Minister of Foreign Trade, with the membership of a number of ministers and officials from federal and local entities.<\/p>\n<p data-start=\"15028\" data-end=\"15288\">The Cabinet also approved the restructuring of the Board of Directors of Emirates Development Bank, chaired by His Excellency Dr. Sultan bin Ahmed Al Jaber, Minister of Industry and Advanced Technology, with the membership of a number of officials and experts.<\/p>\n<p data-section-id=\"ypmiod\" data-start=\"15290\" data-end=\"15354\"><strong>Results of Implementing the National Biofuels Policy for 2025<\/strong><\/p>\n<p data-start=\"15356\" data-end=\"15763\">The Cabinet reviewed the results of implementing the National Biofuels Policy for 2025. The main results included starting the preparation of the pricing formula for biodiesel, launching an initiative to collect used oils using smart containers, and signing a joint development agreement by Masdar for clean energy to develop a project to convert around 500,000 tons of waste into sustainable aviation fuel.<\/p>\n<p data-start=\"15765\" data-end=\"16206\">The results also included ENOC\u2019s announcement of the first biodiesel plant to be developed by a national oil company, with an annual production capacity of 20 million liters, and the signing of a memorandum of understanding with a specialized company to build a facility in Fujairah at an estimated cost of up to 300 million US dollars, to convert used cooking oils and organic waste into internationally certified sustainable aviation fuel.<\/p>\n<p data-section-id=\"160kt44\" data-start=\"16208\" data-end=\"16245\"><strong>Government and Legislative Affairs<\/strong><\/p>\n<p data-start=\"16247\" data-end=\"16637\">In government affairs, the Cabinet reviewed the work reports of a number of boards of federal entities for 2025, including the Federal Authority for Nuclear Regulation, Emirates Health Services, the UAE Cybersecurity Council, the UAE Infrastructure and Housing Council, the Industrial Development Council, the Permanent Committee for Human Rights and the National Committee for Food Safety.<\/p>\n<p data-start=\"16639\" data-end=\"17231\">The Cabinet also reviewed the results of implementing a number of national strategies and policies, including the National Sports Strategy, the National Agenda for Integrated Waste Management, the National Policy for Preserving Modern Architectural Heritage in the UAE, the National Biofuels Policy, the use of digital identity in government transactions, the National Climate Change Adaptation Program, the annual report on federal government public debt management, the results of compliance with the National Information Assurance Framework, and the annual report of the Chief AI Officers.<\/p>\n<p data-start=\"17233\" data-end=\"17455\">In legislative affairs, the Cabinet approved the issuance of a federal law on approving the consolidated final account of the Union, the consolidated financial statements, for the financial year ending on 31 December 2025.<\/p>\n<p data-start=\"17457\" data-end=\"17809\">The Cabinet also approved the issuance of Cabinet decisions related to private inheritance procedures according to the Civil Personal Status Law, the amendment of the Cabinet decision concerning the services of the Federal Authority for Identity, Citizenship, Customs and Port Security, in addition to a number of legislations and regulatory decisions.<\/p>\n<p data-section-id=\"3ejzry\" data-start=\"17811\" data-end=\"17861\"><strong>Launching the Global Energy Efficiency Alliance<\/strong><\/p>\n<p data-start=\"17863\" data-end=\"18090\">In reinforcement of the role of the United Arab Emirates in supporting environmental sustainability models, the Cabinet approved the launch of the Global Energy Efficiency Alliance as an international initiative led by the UAE.<\/p>\n<p data-start=\"18092\" data-end=\"18575\">The alliance aims to enhance international cooperation to accelerate the implementation of energy efficiency projects and programs, transform climate commitments into projects that are implementable and financeable, support the achievement of climate neutrality goals and sustainable development goals, and provide a voluntary multilateral platform that brings together countries, international institutions, the private sector and financial partners under one coordinating umbrella.<\/p>\n<p data-start=\"18577\" data-end=\"18947\">The Cabinet also approved the UAE\u2019s accession to the International Accreditation Organization, which aims to align the work programs of the international accreditation system, raise its efficiency, and enhance the ability of the international accreditation community to deal with global challenges and support the needs of industry, regulatory authorities and consumers.<\/p>\n<p data-start=\"18949\" data-end=\"19509\">The UAE\u2019s accession to this organization will contribute to enhancing the alignment of standards applied in the UAE with international standards in accreditation, registration and designation services for conformity assessment bodies operating in the country. It will also support international trade programs through the international recognition of inspection and calibration results issued by accredited laboratories in the UAE, in addition to adopting and applying the best international practices and requirements in the UAE national accreditation system.<\/p>\n<p data-start=\"19511\" data-end=\"19584\">The Cabinet also approved the UAE National Plan for Ivory and Rhinoceros.<\/p>\n<p data-section-id=\"10kyxrg\" data-start=\"19586\" data-end=\"19675\"><strong>Approval to Ratify and Sign 16 International Agreements and Memoranda of Understanding<\/strong><\/p>\n<p data-start=\"19677\" data-end=\"19873\">In international affairs, the Cabinet approved the ratification of a number of international agreements between the United Arab Emirates and a number of countries and governments around the world.<\/p>\n<p data-start=\"19875\" data-end=\"20105\">These included the Comprehensive Economic Partnership Agreement between the UAE and the Government of the Central African Republic, and an agreement between the Government of the State and the Government of the Republic of Angola.<\/p>\n<p data-start=\"20107\" data-end=\"20567\">The Cabinet also approved the signing of a number of international agreements and memoranda of understanding with several governments around the world in the fields of humanitarian assistance, mutual exemption from entry visa requirements, cooperation in scientific research for aquaculture and marine environmental sustainability, cooperation in the field of labor, intellectual property, and a number of areas and opportunities for international cooperation.<\/p>\n<p data-start=\"20569\" data-end=\"20928\">The Cabinet also approved the UAE\u2019s hosting of five international events, including Mathematics Day 2026, the international conference titled \u201cHarnessing Biodiversity to Achieve Food Security\u201d, the international conference \u201cLaw and Digital Economy: Towards a Sustainable Digital Society\u201d, in addition to a number of other international events and conferences.<\/p>\n<p data-section-id=\"1112lds\" data-start=\"20930\" data-end=\"20998\"><strong>A New Government Phase That Is Better, Faster and More Beneficial<\/strong><\/p>\n<p data-start=\"21000\" data-end=\"21281\">The announcement of the new framework for applying self-executing artificial intelligence models, Agentic AI, within government work represents a pivotal step in the efforts of the United Arab Emirates to continue developing its government model according to a clear future vision.<\/p>\n<p data-start=\"21283\" data-end=\"21538\">The step aims to consolidate the country\u2019s position as a global center for innovation in government work, by maximizing the impact of artificial intelligence in improving quality of life, developing government services and supporting the national economy.<\/p>\n<p data-start=\"21540\" data-end=\"21767\">This reflects an advanced government model based on data and intelligence, capable of anticipating the future and making it, while keeping the human being as the main objective and
