As part of these efforts, the Municipality has announced the reorganization of a portfolio comprising 20 services offered to individuals and business sectors, in a move designed to simplify the customer journey and improve the quality and efficiency of service delivery.<\/p>\n<p class=\"isSelectedEnd\">The initiative is also intended to enhance service flexibility and proactivity while reducing additional procedures, supporting Dubai\u2019s ambition to rank among the world\u2019s leading cities for the quality of government services and customer experience.<\/p>\n<h3>Reengineering and Integrating 13 Dubai Municipality Services<\/h3>\n<p class=\"isSelectedEnd\">The development process included reengineering and modifying the operating model of 13 services, either by eliminating them or integrating them with other services that fall within the scope of Dubai Municipality\u2019s sectors and institutions. The changes are designed to make procedures more streamlined and make it easier for customers to access the services they need.<\/p>\n<p class=\"isSelectedEnd\">As part of the integration process, requests to modify the location of a connection point, stormwater drainage point, or inspection chamber levels were integrated with building licensing services. A permit for building maintenance in the historic area and approval of interior designs for buildings in the historic area were also integrated with building licensing services.<\/p>\n<p class=\"isSelectedEnd\">The request for licensing the construction of advertising structures, whether on building rooftops or within vacant land, was integrated with the modification service. Meanwhile, the request to issue a completion certificate without the approval of the contractor or consultant was integrated with the completion certificate service.<\/p>\n<p class=\"isSelectedEnd\">The reorganization also included integrating requests to implement residential land allocation orders for citizens with the services of the Mohammed Bin Rashid Housing Establishment. A permit to practice an agricultural activity was integrated as an instant approval within the commercial licensing service of the Dubai Department of Economy and Tourism.<\/p>\n<p class=\"isSelectedEnd\">In addition, the service for renewing desert tourism camp contracts was converted into procedures, while the service for classifying public health pest samples was converted into a report, helping reduce extra steps for customers and providing a clearer route to completing transactions.<\/p>\n<h3>Four Requests Eliminated to Reduce Procedures<\/h3>\n<p class=\"isSelectedEnd\">As part of its efforts to remove procedures that are no longer necessary, Dubai Municipality completely eliminated four requests. These include a technical report describing land and any existing buildings or structures on it, requests from government entities to assess the structural condition of existing buildings and structures, a request to authenticate a certificate of conformity, and specialized training services at the Dubai Central Laboratory.<\/p>\n<p class=\"isSelectedEnd\">The step reflects the Municipality\u2019s continued approach to reviewing its service portfolio and identifying procedures that can be removed or incorporated into other services, helping reduce duplication and save time and effort for individuals and business sectors.<\/p>\n<h3>Seven Specialized Services Transferred to Strengthen Government Integration<\/h3>\n<p class=\"isSelectedEnd\">As part of efforts to strengthen integration among government entities and avoid overlapping responsibilities, the initiative also included the transfer of seven specialized services to the Dubai Environment and Climate Change Authority. The move is intended to provide customers with greater clarity regarding roles and responsibilities and direct them to the appropriate specialized entity.<\/p>\n<p class=\"isSelectedEnd\">The transferred services include a permit to drill a well and use groundwater, environmental permits for industrial projects, environmental permits for development and infrastructure projects, requests for marine data, permits to obtain agricultural soil, recreational marine fishing permits using line and hook, and no-objection certificates for activities in natural reserves.<\/p>\n<p class=\"isSelectedEnd\">Manal Obaid Bin Yaroof, Director of the Customer Happiness Department at Dubai Municipality, said: &#8220;Dubai Municipality continues to develop its service ecosystem from a customer-first perspective through a comprehensive periodic evaluation that places improving the experience and making it easier at the top of its priorities for redesigning and simplifying procedures, and directing each service to the most efficient operating model or entity, in a way that provides a clearer, easier, and more integrated experience and raises the quality of government performance.&#8221;<\/p>\n<p class=\"isSelectedEnd\">Bin Yaroof added: &#8220;The process of reorganizing a portfolio comprising 20 services reflects Dubai Municipality\u2019s approach and commitment to understanding the actual needs of customers, and its keenness to reduce procedures, time, and effort for them in order to provide the best levels of service that meet their expectations, achieve their happiness and satisfaction, and improve their quality of life. Our goal is to reduce operating costs, raise quality standards, and continue developing and improving government services in line with the objectives of the Services 360 Policy to provide seamless, proactive, and integrated services that keep pace with customer expectations.&#8221;<\/p>\n<h3>Easier and More Proactive Services for Customers<\/h3>\n<p class=\"isSelectedEnd\">The reorganization of services contributes to improving the efficiency of the government service ecosystem by focusing more directly on customers\u2019 actual needs, reducing unnecessary procedures, and improving service delivery pathways to make them clearer and easier to navigate.<\/p>\n<p class=\"isSelectedEnd\">The initiative also supports Dubai Municipality\u2019s direction toward more flexible and proactive services that respond to the needs of individuals and business sectors and provide a smoother experience when completing transactions. At the same time, it strengthens integration among government entities and ensures that each service is directed to the entity or operating model best equipped to deliver it efficiently.<\/p>\n<p>Dubai Municipality continues to review and develop its service portfolio as part of an approach that places customers at the heart of government service design and delivery.
