His Highness Sheikh Mansour bin Zayed Al Nahyan, Vice President, Deputy Prime Minister and Chairman of the Presidential Court, affirmed that the launch of the National Program for Advanced Science and Technology represents the beginning of a new phase in the UAE\u2019s journey, built around linking education and scientific research with the needs of strategic sectors and expanding investment in promising national talent.<\/p>\n
His Highness said in a post on the X platform: \u201cUnder the directives of the President, we are beginning a new phase with the launch of the National Program for Advanced Science and Technology, to link education and scientific research with the needs of strategic sectors and invest in promising national talent.\u201d<\/p>\n
His Highness added: \u201cOur goal is for knowledge to become national capabilities, research to become solutions, and ambition to become achievement that shapes the future of the UAE.\u201d<\/p>\n
His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE, may God protect him, had issued a decision establishing the National Program for Advanced Science and Technology, in a step aimed at building an integrated national pathway linking education, research and development, and talent development with the country\u2019s strategic and advanced industries.<\/p>\n
The program strengthens the UAE\u2019s readiness for the future through an institutional framework that supports innovation, competitiveness, and national sovereignty in priority vital sectors, while directing scientific and research capabilities toward serving the country\u2019s development and industrial needs.<\/p>\n
The establishment of the program comes as part of a comprehensive national direction to develop an educational and research system capable of keeping pace with rapid scientific and technological transformations, while linking the outcomes of education, research, and development more directly with the needs of strategic sectors.<\/p>\n
This approach aims to make use of national scientific and research capabilities in developing solutions and applications that serve development and industrial priorities, while enhancing the country\u2019s ability to benefit from advanced technologies in vital sectors.<\/p>\n
The program also reinforces integration between educational and research institutions and industrial sectors, helping turn knowledge into economic and developmental value and giving innovation a more influential role in the national development journey.<\/p>\n
The program focuses on investing in promising national talent, developing a pool of specialists in advanced science and technology, and preparing them through future-oriented disciplines and pathways aligned with the country\u2019s needs.<\/p>\n
This track contributes to strengthening national industrial capabilities, increasing the competitiveness of Emirati products in strategic and vital sectors of national priority, and supporting national sovereignty in these fields.<\/p>\n
The program also provides an environment that enables Emirati talent to develop scientific and technical skills and participate more effectively in future sectors that depend on knowledge, research, and advanced technology.<\/p>\n
Under the decision, a Higher Committee for the program has been formed to provide strategic direction and general oversight of the program and its tracks. The committee is chaired by His Highness Sheikh Mansour bin Zayed Al Nahyan, Vice President, Deputy Prime Minister and Chairman of the Presidential Court, with His Highness Sheikh Abdullah bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Foreign Affairs, serving as Vice Chairman.<\/p>\n
The committee includes His Excellency Mohammed Al Gergawi, Minister of Cabinet Affairs, Managing Director and Chairman of the Executive Committee; Dr. Sultan Al Jaber, Minister of Industry and Advanced Technology; Dr. Abdulrahman Al Awar, Minister of Human Resources and Emiratisation and Acting Minister of Higher Education and Scientific Research; Mohammed bin Mubarak Al Mazrouei, Minister of State for Defense Affairs; Dr. Ahmed Mubarak Al Mazrouei, Chairman of the President\u2019s Office for Strategic Affairs; and Faisal Abdulaziz Al Bannai, Adviser to the UAE President for Strategic Research and Advanced Technology Affairs.<\/p>\n
The committee is responsible for approving the program\u2019s directions, priorities, policies, and key initiatives, as well as approving its budget in accordance with applicable laws and regulations and issuing the decisions and directives necessary to support implementation.<\/p>\n
It also monitors the extent to which the program achieves its objectives and national impact, and submits results and development recommendations aimed at strengthening performance and sustainability to the President and the Prime Minister.<\/p>\n
The program aims to strengthen national industrial capabilities and improve the competitiveness of Emirati products in strategic and vital sectors by connecting research capabilities, educational institutions, and innovation centers with industrial priorities.<\/p>\n
This integration makes it possible to develop technical solutions that can be manufactured, further developed, and exported, creating a direct impact on the UAE\u2019s position in advanced science and technology.<\/p>\n
Linking research more closely with industrial needs also helps accelerate the transition of ideas and innovations from the research stage into practical applications and competitive products, supporting the national economy and increasing the added value generated by knowledge and innovation.<\/p>\n
In its first phase, the program includes six tracks covering technical education, national talent and national service, the flagship event and global challenge, attracting global talent, and technical research and innovation.<\/p>\n
These tracks cover an integrated set of areas that combine the development of national skills, the use of international expertise, and support for research and innovation in a way that serves the program\u2019s strategic objectives.<\/p>\n
Additional tracks may also be introduced in accordance with implementation requirements and directives issued by the President, giving the program the flexibility needed to keep pace with future changes and emerging needs.<\/p>\n
The decision also provides for the formation of an Executive Committee under the supervision of the Higher Committee, chaired by His Excellency Mohammed Al Gergawi. The committee is responsible for reviewing and approving proposed plans, programs, policies, and initiatives for the program and its tracks before submitting them to the Higher Committee for final approval.<\/p>\n
The Executive Committee is also responsible for reviewing the budget of the program and its tracks, overseeing the implementation of approved plans, and monitoring progress across the different tracks in coordination with relevant entities in the UAE.<\/p>\n
The decision also establishes a dedicated program office responsible for coordinating with track leaders in preparing plans, programs, policies, and initiatives, ensuring their integration and consistency, following up on the implementation of approved initiatives, and submitting periodic reports on workflow, progress, and performance.<\/p>\n
The office is also tasked with building and managing relevant local and international partnerships, in addition to providing administrative, technical, logistical, and organizational support to the various committees and tracks.<\/p>\n","protected":false},"excerpt":{"rendered":"
