We have seen significant interest among participants from the Syrian Arab Republic in the UAE’s experience in zero bureaucracy and government service development, as well as a strong desire to benefit from it in a way that aligns with their national priorities.”

A Practical Program Combining Knowledge and Application

As part of the program, the Government Experience Exchange Office organized a series of specialized sessions, workshops, and field visits, giving participants the opportunity to receive training within a number of UAE federal ministries and entities and gain direct insight into their working mechanisms.

Participants also met with a number of UAE officials and experts across various areas of government work and explored practical experiences and applied models in institutional performance, services, and policy development.

The program covered a broad range of government-related areas, including government services, government accelerators, artificial intelligence, policies and legislation, human resources, government communication, strategies, data, and digital transformation.

Participants also learned about the UAE’s experience in zero bureaucracy and the redesign of government procedures, along with the methodologies associated with simplifying processes, improving the efficiency of government services, and enhancing the customer experience.

From Policy Design to Implementation

The program focused on linking each theoretical area with a real-world practical experience from within the UAE Government, enabling participants to gain a practical understanding of how policies and initiatives move from the design and planning stage to implementation on the ground.

This approach helped program participants closely examine a number of experiences and practices that have played a role in advancing the UAE’s government work ecosystem, while gaining a better understanding of the tools and methodologies used to turn strategies into tangible outcomes.

The program also created opportunities for direct interaction with experts and specialists, strengthening knowledge exchange and giving participants practical insights that can be adapted to the needs of institutions and the national priorities of the Syrian Arab Republic.

Knowledge Exchange as a Pillar of Government Cooperation

The program forms part of the UAE’s commitment to supporting institutional development efforts in the Syrian Arab Republic and continuing cooperation in government capacity building and talent development, building on the fraternal ties between the two countries and the UAE’s approach of sharing its successful experiences with brotherly nations.

It also falls under the initiatives of the Government Experience Exchange Program launched by the UAE Government to transfer leading government practices and expertise to brotherly and friendly countries and strengthen cooperation in government modernization, development, and institutional capacity building.

The program reflects the UAE Government’s philosophy that government development is a continuous process that does not stop at a single achievement, but instead depends on the ongoing review and modernization of tools and methodologies to keep pace with rapidly evolving global changes.

Sharing these experiences with the Syrian Arab Republic also reflects an approach centered on supporting institutional development, building human capabilities, and expanding opportunities to benefit jointly from successful government experiences in ways that serve long-term development pathways.

A Partnership Focused on People and Institutions

The program underscores the importance of investing in people as the foundation of government institutional development by empowering leaders and talent and providing them with the knowledge and tools needed to lead development efforts and improve performance efficiency.

It also reflects the UAE’s commitment to continuing cooperation with brotherly and friendly governments in the areas of government modernization and institutional capacity building, while exchanging practical experiences that can be adapted to the needs and priorities of each country.

His Excellency Mohammad Abdullah Al Gergawi received participants in the Executive Leadership Program for the
