His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence, and Chairman of The Executive Council of Dubai, chaired a meeting of the Supervisory Committee of the Mohammed bin Rashid Leadership Medal, during which the committee reviewed the evaluation outcomes of 32 government entities that took part in the medal\u2019s first cycle.<\/p>\n
The Mohammed bin Rashid Leadership Medal is the highest-ranking medal of its kind within the Government of Dubai. It is designed to strengthen the culture of developing government leaders and empowering second-line leadership, supporting the sustainability of government performance and reinforcing leadership development across institutions.<\/p>\n
During the meeting, His Highness approved the director general who won the medal. The winner will be announced and honored during the Mohammed bin Rashid Leaders Forum 2026, organized by the Mohammed bin Rashid Center for Leadership Development later this September.<\/p>\n
His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum affirmed that the Mohammed bin Rashid Leadership Medal will be awarded to the best director general who empowers and develops second-line leaders, reflecting the approach of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may God protect him, in building government leaders capable of continuing the journey of development and achievement.<\/p>\n
His Highness said: \u201cThe sustainability of our government institutions is primarily linked to preparing strong and capable young leaders in the second and third lines. Investing in our national talent and developing their leadership capabilities is a priority to ensure that our institutions are ready to deal with future changes and challenges efficiently and flexibly.\u201d<\/p>\n
This approach highlights the importance of continued investment in national talent and providing promising leaders with the skills and experience needed to take on greater responsibilities, ensuring a strong leadership pipeline that can carry forward Dubai\u2019s government development journey.<\/p>\n
The meeting was attended by His Excellency Mohammad Abdullah Al Gergawi, Chairman of the Executive Office of His Highness Sheikh Mohammed bin Rashid Al Maktoum and Vice Chairman of the Supervisory Committee of the Mohammed bin Rashid Leadership Medal; His Excellency Omar Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy and Remote Work Applications; His Excellency Abdullah Mohammed Al Basti, Secretary General of The Executive Council of Dubai; and His Excellency Saeed Al Eter, Chairman of the UAE Government Media Office.<\/p>\n
During the meeting, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum reviewed the results of the evaluation process, which reflected the level of readiness among second-line leaders across participating government entities and highlighted the promising capabilities that represent an important leadership asset for Dubai\u2019s future.<\/p>\n
The results also included performance indicators for directors general in the areas of talent empowerment, capability development, and preparing leaders to take on greater responsibilities, supporting the creation of an integrated leadership ecosystem across government entities.<\/p>\n
The committee also reviewed the results of interviews conducted with directors general and second-line leaders in participating government entities, as well as the most notable leadership practices and models identified during the evaluation process, particularly in the areas of leadership development and the empowerment of second-line leaders.<\/p>\n
The final results of the first cycle were the outcome of a comprehensive evaluation journey involving 32 directors general and a number of second-line leaders. More than 100 interviews were conducted to verify leadership impact and complete the assessment files.<\/p>\n
A total of 10 independent leadership assessors with international expertise took part in the evaluation process, reflecting a strong commitment to reaching accurate results based on clear and objective criteria.<\/p>\n
The Supervisory Committee of the Mohammed bin Rashid Leadership Medal implemented a multi-stage evaluation methodology that included reviewing evidence and documentation, as well as conducting specialized interviews with participants.<\/p>\n
The methodology is designed to ensure the highest levels of objectivity and impartiality in selecting the director general who best reflects the medal\u2019s goals and standards, particularly in relation to empowering second-line leaders, developing talent, and building a work environment that encourages participation and responsibility.<\/p>\n
During its first meeting, the Supervisory Committee of the Mohammed bin Rashid Leadership Medal had approved the final list of entities participating in the medal\u2019s first cycle.<\/p>\n
The committee also approved the procedures, terms and conditions governing the medal, ensuring the highest standards of transparency, impartiality, and governance throughout all stages of the evaluation process, while standardizing evaluation and selection criteria across participating entities.<\/p>\n
His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum also reviewed the design of the Mohammed bin Rashid Leadership Medal, which reflects the stature of the award and its mission to recognize leadership impact, empower talent, and develop second-line leaders.<\/p>\n
The medal\u2019s design is set to be unveiled for the first time during the Mohammed bin Rashid Leaders Forum 2026, alongside the announcement and honoring of the first-cycle winner.<\/p>\n
The committee also discussed the mechanism for announcing and honoring the winner during the forum in a manner that reflects the medal\u2019s stature, value, and role in advancing a strong leadership culture across Dubai Government institutions.<\/p>\n
The Mohammed bin Rashid Leadership Medal is awarded annually to the director general in the Government of Dubai who makes the greatest contribution to developing, empowering, training, and highlighting second-line leaders.<\/p>\n
The medal focuses on strengthening trust within teams and institutions, encouraging employees to perform at their highest levels, and promoting a culture of institutional empowerment based on the delegation of authority, broader responsibility, and the reinforcement of decentralization.<\/p>\n
It also aims to build an integrated leadership empowerment system within every institution by establishing clear plans and standards that support leadership development and help position Dubai as a global model in developing government leaders according to benchmarks aligned with the best international practices.<\/p>\n
The Mohammed bin Rashid Leadership Medal also aims to empower leaders to manage priority files by granting them full authority and involving them early in the decision-making process.<\/p>\n
