The report evaluates the performance of 80 cities worldwide across five key dimensions, drawing on a combination of objective data and resident surveys. Its findings show that UAE cities consistently outperform the global average across most indicators related to residents\u2019 experiences.<\/p>\n
Titled \u201cBuilt to Change: How Cities Compete for the Future,\u201d the report marks the fourth edition of BCG\u2019s comprehensive global study on urban competitiveness, conducted in collaboration with the Boston Consulting Group Institute, the group\u2019s center for strategic research and studies. The research examines the factors that influence how residents perceive their cities, support their development, and contribute to their long-term competitiveness.<\/p>\n
The findings reveal that Dubai and Abu Dhabi have delivered strong and consistent results across all five dimensions assessed in the study: economic opportunities, livability, social capital, interactions with government, and the pace of change. The UAE recorded outstanding results in social capital, with Abu Dhabi demonstrating strong performance in social connections and Dubai ranking 12th globally in social capital, leading all Middle Eastern cities in this category.<\/p>\n
Dubai also secured first place worldwide in the social connections subcategory, reflecting the strength of community relationships and the high level of interaction among residents despite the wide range of nationalities and cultures represented across the emirate.<\/p>\n
According to the residents who participated in the survey, people in UAE cities meet friends more frequently, take part in community activities, and engage in social gatherings at higher rates than residents of most other cities included in the study.<\/p>\n

The study found that Dubai residents report above-average confidence in career development opportunities and access to financial services, reflecting the strength of the local economy and the range of opportunities available to individuals and businesses.<\/p>\n
The findings also indicate that the UAE outperforms many Western cities in indicators related to professional advancement and financial accessibility, strengthening its ability to attract skilled professionals, international talent, and investment.<\/p>\n

Dubai has reinforced its international standing in digital government services, ranking ninth worldwide in the government interactions category. The result places the emirate among the leading cities for digital public services and resident satisfaction with government services.<\/p>\n
Boston Consulting Group identified a notable improvement in residents\u2019 ability to use digital tools to complete transactions and address issues related to government services across all four editions of the study.<\/p>\n
These findings highlight the UAE\u2019s continued progress in developing its government operations through technology and digital solutions that simplify procedures and make public services more accessible.<\/p>\n
The study also places the UAE among the world\u2019s leading performers in this category, with results that significantly exceed the average recorded by the cities included in the research.<\/p>\n

Dubai and Abu Dhabi achieved outstanding global results in quality of life, particularly in leisure activities and the use of free time. They were the only two cities specifically recognized in BCG\u2019s global report summary as world leaders in the amount of time residents spend on recreational activities.<\/p>\n
According to the study, residents spend an average of nine to ten hours per week at leisure facilities, significantly exceeding the global average and reflecting the variety of recreational options available across UAE cities.<\/p>\n
The country\u2019s cities also performed strongly in healthcare and housing affordability, recording resident satisfaction levels above the global average in both categories.<\/p>\n
As part of its continued efforts to improve living standards, Abu Dhabi\u2019s Department of Municipalities and Transport launched the second phase of its Quality of Life Enhancement Strategy in September 2026.<\/p>\n
The new phase introduces more advanced standards for urban well-being, with a greater focus on the quality and efficiency of facilities and their social impact on residents\u2019 daily lives.<\/p>\n
These measures support Abu Dhabi\u2019s ongoing efforts to provide an integrated urban environment that delivers higher levels of well-being and stability.<\/p>\n
Alongside the achievements recorded by UAE cities, the report identified several areas that offer further opportunities to strengthen their competitiveness, particularly the development of public transportation, improved mobility, and greater access to public spaces.<\/p>\n
The study noted that public transportation usage remains below the levels recorded in leading European and Asian cities, as residents in the UAE continue to rely more heavily on private vehicles.<\/p>\n
The findings also revealed that average commuting times increased by 6.5% compared with the previous edition of the study, while car ownership rates across Middle Eastern cities rose by 13.8%.<\/p>\n
Other areas with potential for further development include improving walkability, expanding access to public spaces, and strengthening educational outcomes, where performance remains below the levels achieved by the world\u2019s highest-performing cities.<\/p>\n
BCG\u2019s assessment emphasizes that these areas represent structural opportunities to advance the UAE\u2019s long-term urban development agenda, supporting sustainable growth while further improving quality of life and global competitiveness.<\/p>\n
The report highlighted Dubai\u2019s exceptional position in tourism and business travel, with the emirate recording the highest international visitor spending among all 80 cities included in the study.<\/p>\n
Dubai was also one of only two cities worldwide, alongside Istanbul, to significantly outperform its peers in international air connectivity, reflecting the strength of its aviation network and its central role in global travel.<\/p>\n
As more travelers across the Gulf combine business and leisure within the same trip, Dubai stands out as one of the cities best positioned to benefit from the rapid growth of this form of tourism.<\/p>\n
The emirate\u2019s diverse tourism and economic offerings strengthen its ability to attract visitors from international markets for both business and leisure, supporting continued growth across the tourism sector.<\/p>\n
Recent tourism figures further demonstrate Dubai\u2019s strong performance. According to data from Dubai\u2019s Department of Economy and Tourism, the emirate welcomed approximately 869,000 international overnight visitors in August 2026, recording its highest monthly total since February.<\/p>\n
Hotel occupancy rates also increased to 66%, compared with approximately 36% in March, reflecting the sector\u2019s continued recovery and strong tourism demand from a diverse range of international markets.<\/p>\n
These results highlight Dubai\u2019s ability to maintain its appeal as an international tourism and business destination while benefiting from its economic position and advanced air connectivity to support the continued growth of its tourism industry.<\/p>\n
