UAE Among the World’s Top 10 Most Efficient and Effective Governments

In a new achievement reflecting the success of its development model based on proactivity, flexibility, and future readiness, the Government of the United Arab Emirates has strengthened its position among the world’s most efficient and effective governments, after securing its place among the top 10 governments globally in the “Chandler Good Government Index 2026.”

This achievement underscores the vision of the wise leadership in building a future-ready government founded on innovation, institutional efficiency, and the ability to keep pace with global transformations, further reinforcing the UAE’s position as a leading model in modern governance and advanced government work.

National Ambitions

The UAE’s advanced performance reflects the success of its government approach in transforming national ambitions into tangible global achievements, through the development of an integrated government work system that combines policy efficiency, economic attractiveness, quality of life, and investment in people.

This progress is aligned with the objectives of “We the UAE 2031,” strengthening the country’s global presence as a trusted partner and an influential hub in shaping the future.

The UAE’s advancement in the “Chandler Good Government Index 2026,” one of the most comprehensive global indicators for assessing the efficiency of national governments, which covered 133 countries, confirms the country’s success in establishing a government model based on speed of delivery, flexibility, readiness to deal with change, the ability to create opportunities, and the continued achievement of advanced competitive results globally.

Government Work

His Excellency Mohammad Al Gergawi, Minister of Cabinet Affairs, said: “Under the vision of His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE, may God protect him, and the follow-up of his brother, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may God preserve him, the United Arab Emirates has been able to redefine the concept of government work globally, through a model based on speed of delivery, performance efficiency, and permanent readiness and flexibility in decision-making and development.”

His Excellency added: “The leadership of the UAE has not been content with building a traditional government that manages the present, but rather a government that has become capable of shaping the future, developing opportunities, anticipating changes, and transforming global challenges into new paths for growth and development.”

His Excellency affirmed: “International indicators reflect the position the UAE has reached as one of the most efficient, flexible, and effective governments in the world. This achievement embodies the vision of an exceptional leadership that believes true investment begins with people.

Shaping the future requires different thinking, proactive action, and a culture that knows no impossible. What has been achieved is the result of national teams that have made excellence a daily approach, innovation a way of work, and Emirati leadership a global model to be followed in building the governments of the future.”

Advanced Performance

The United Arab Emirates achieved advanced results that reflect the efficiency of its government approach, ranking first in the Arab region and the wider region in good governance, while also topping the world in several key indicators.

The UAE ranked first globally in the Government Innovation Index, the ability to set strategic priorities, flexibility in implementing plans and strategies, and the state budget surplus index. These results reflect the efficiency of the UAE government model in anticipating the future and translating visions into tangible development outcomes.

The country also ranked second globally in satisfaction with government services, adaptability, and employment, confirming the success of government policies in enhancing quality of life, improving the efficiency of government services, empowering national talent, and attracting global talent.

The UAE ranked third globally in the indicators of long-term vision and the efficiency of coordination and harmony among government institutions. This reflects the success of the government work model based on institutional integration and long-term strategic planning.

This performance confirms the country’s ability to develop flexible policies that keep pace with global changes, contribute to accelerating government achievement, and enhance institutional readiness for the future.

A Comprehensive Global Index

The “Chandler Good Government Index” is based on seven main pillars comprising 35 indicators that measure government efficiency in the areas of leadership and foresight, robust laws, policies and institutions, financial stewardship, market attractiveness, global influence and national reputation, and global diplomacy.

The index is issued by the Chandler Institute of Governance in Singapore and relies on reliable international data and sources, including the World Bank, the World Health Organization, and the United Nations Development Programme.

Key Indicators

The United Arab Emirates ranked first globally in government innovation, setting strategic priorities, flexibility in implementing plans, and budget surplus.

It also ranked second globally in satisfaction with government services, employment, and adaptability.

The country ranked third globally in long-term vision and the efficiency of coordination and harmony among government institutions.

This achievement confirms that the United Arab Emirates continues to consolidate an advanced government model based on performance efficiency, proactive planning, and flexible implementation, further strengthening its position among the world’s most ready and effective governments.
