Dubai Municipality and Dubai Future Foundation Sign Strategic Cooperation Agreement
The event included the signing of a cooperation agreement between Dubai Municipality and Dubai Future Foundation to accelerate innovation in the building and construction sector through regulatory experimentation under Sandbox Dubai.
The partnership will initially focus on the Smart Built Environment group, with the possibility of expanding into other areas in the future. It will facilitate knowledge sharing, regulatory experimentation, and the testing of new technologies and solutions.
Sandbox Dubai to Accelerate Smart Construction Technologies
Both organizations will work together to design and implement experimental projects, establish their objectives, and define success indicators and evaluation criteria.
Dubai Municipality will coordinate with relevant technical departments and establish the requirements and controls needed to assess construction technologies and pilot projects.
Dubai Future Foundation will support coordination and documentation through the Sandbox Dubai platform. The findings and lessons learned from these experiments will help shape future policy recommendations and regulatory frameworks, while both organizations will explore opportunities to expand the application of successfully tested solutions across Dubai.

Maryam Al Muhairi, CEO of the Buildings Regulation and Permits Agency at Dubai Municipality, said that the Future of Construction Legathon reflects Dubai Municipality’s approach to developing a flexible regulatory environment that evolves alongside the technologies shaping the future of the building and construction sector.
She added that through the Future of Construction Legathon and cooperation with Dubai Future Foundation, regulatory, technical, and construction industry expertise is being brought together on a single platform to address real-world challenges and build an evidence-based knowledge base that supports future decision-making. This will contribute to developing more flexible and responsive regulatory frameworks that enable innovation and strengthen the efficiency, competitiveness, and future readiness of Dubai’s construction sector.

Khalifa Al Qama, Chief of Research, Development and Innovation in Dubai, overseen by Dubai Future Foundation, said that through this partnership, Sandbox Dubai will provide a safe and structured environment for experimenting with and developing future regulations that keep pace with rapid advancements in the construction and real estate sector, one of the emirate’s major economic sectors.
He added that the partnership will create opportunities to test and scale the latest property technology innovations, facilitate knowledge exchange, build capabilities, share expertise and best practices, and involve technology companies, startups, and relevant government entities in developing regulatory frameworks and policies.
