Dubai Unveils World-First Tourist Loyalty Card With Five-Year Visa and Exclusive Benefits

Dubai has revealed details of its Tourist Loyalty Card, the first program of its kind worldwide at the city level, offering frequent visitors a five-year exclusive membership, a multiple-entry tourist visa, and a range of benefits designed to make every return visit more convenient and rewarding.

The General Directorate of Identity and Foreigners Affairs – Dubai and the Dubai Department of Economy and Tourism announced details of the initiative, which was recently launched by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, and Chairman of the Executive Council of Dubai.

The program forms part of Dubai’s efforts to strengthen its tourism sector, encourage repeat visits, and build lasting relationships with international travelers, in line with the objectives of the Dubai Economic Agenda D33.

What Is Dubai’s Tourist Loyalty Card?

Dubai’s Tourist Loyalty Card is a new program created for travelers who visit the emirate regularly, whether for leisure, business, or personal reasons. It offers eligible visitors an exclusive five-year membership combining easier travel arrangements with special offers, services, and experiences across the city.

The initiative brings together government entities and private-sector partners to provide benefits that extend beyond traditional travel services, giving members additional reasons to return to Dubai and explore its growing selection of attractions, hotels, shopping destinations, and entertainment experiences.

At the heart of the program is Dubai’s approach to building long-term connections with its visitors. By recognizing frequent travelers and providing benefits throughout their membership, the emirate aims to strengthen its position as a preferred global destination for tourism and business.

The Tourist Loyalty Card also supports the Dubai Economic Agenda D33, which places tourism, international business, and cooperation between the public and private sectors among the priorities for the emirate’s continued development.

How Can Visitors Obtain Dubai’s Tourist Loyalty Card?

Membership in the Tourist Loyalty Card program is available by invitation only, with eligible travelers nominated through selected loyalty programs and international companies participating in the initiative.

The initial partners include Emirates, Accor, and Visa, which will help identify qualifying travelers through their respective programs and networks.

Visitors who receive an invitation must meet the program’s eligibility requirements and obtain approval for their visa applications before their membership can be activated.

Once membership is confirmed, participants can immediately begin using the exclusive benefits and services offered by the program’s partners.

More companies are expected to join the initiative in the future, expanding the selection of benefits available to members and creating additional opportunities for frequent visitors to participate.

Dubai Tourist Loyalty Card Benefits for Five Years

One of the main features of Dubai’s Tourist Loyalty Card is a five-year multiple-entry tourist visa, allowing eligible members greater flexibility when planning regular trips to the emirate.

Alongside the visa, the program provides a collection of exclusive offers and services through participating companies, covering several aspects of the visitor experience.

Members will have access to the Tourist Happiness Card offered by the General Directorate of Identity and Foreigners Affairs – Dubai, which provides promotional offers and privileges at various locations throughout the city.

The program also includes credit provided by Majid Al Futtaim, which members can use at the group’s retail outlets and destinations, adding further value to their shopping and leisure experiences.

Additional benefits are scheduled to be announced as the program develops, including hotel room upgrades, access to hospitality lounges, and advance bookings for events.

These services are intended to make travel to Dubai and movement around the city more convenient, while giving returning visitors access to experiences that complement their stay.

The initiative also offers advantages for international companies whose employees regularly travel to Dubai for meetings, conferences, and business events. Eligible travelers can benefit from easier arrangements for repeat visits while exploring the emirate’s attractions and leisure offerings during their time in the city.

Dubai Strengthens Its Position as a Global Tourism Destination

His Excellency Issam Kazim, CEO of the Dubai Corporation for Tourism and Commerce Marketing, part of the Dubai Department of Economy and Tourism, said the Tourist Loyalty Card reflects the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may God protect him, and the directives of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum to continue innovating in tourism and strengthening Dubai’s global competitiveness.

His Excellency Issam Kazim said: “Repeat visits constitute a fundamental pillar in the growth of Dubai’s tourism sector, thanks to the emirate’s commitment to facilitating visitors’ arrival, improving the quality of services, and providing a safe environment for them.”

The initiative strengthens cooperation between the public and private sectors by introducing services that support tourism growth and reinforce Dubai’s position as a leading international destination for business and leisure.

It also reflects the objectives of the Dubai Economic Agenda D33 through partnerships and innovative programs designed to support the emirate’s economic development.

Major General Khalaf Ahmed Al Ghaith, Assistant Director General for the Entry and Residence Permits Sector at the General Directorate of Identity and Foreigners Affairs – Dubai, said: “The Tourist Loyalty Card program represents a practical step toward translating Dubai’s ambition to build sustainable relationships with its visitors into services that make their return easier and provide them with additional value with every visit.”

The directorate’s role focuses on simplifying entry procedures and developing flexible, proactive services that respond to the needs of frequent visitors while maintaining the highest standards of security and operational efficiency.

Through cooperation with the Dubai Department of Economy and Tourism and the program’s partners, these efforts connect easier access to the emirate with a more integrated visitor experience, encouraging travelers to choose Dubai again.

Emirates, Accor, and Visa Join as Key Partners

The Tourist Loyalty Card is supported by major international companies across aviation, hospitality, and financial services, with Emirates, Accor, and Visa among its first partners.

Emirates’ participation will allow the airline to reward some of its most loyal Emirates Skywards members with additional benefits extending beyond air travel to hotels, restaurants, attractions, and experiences throughout Dubai.

Adnan Kazim, Deputy President and Chief Commercial Officer at Emirates, highlighted the importance of repeat visitors to the sustainable growth of tourism destinations. Emirates brings millions of travelers to Dubai each year, including many who return for business, family visits, or to discover new attractions and experiences.

The airline also supports Dubai’s tourism ambitions through its international network of approximately 140 destinations, connecting the city with travelers from around the world.

In the hospitality sector, Accor is supporting the initiative as part of its commitment to building long-term relationships with guests and improving travel experiences through technology, data, and partnerships.

Duncan O’Rourke, CEO of Accor for the Middle East, Africa, and Asia-Pacific region, emphasized the importance of recognizing visitor loyalty and making return trips more convenient. The initiative also creates opportunities for hospitality brands to provide more personalized and integrated experiences for their guests.

Visa is another major partner in the program, contributing its international network and cardholder benefits to the initiative.

Fadi Moukaddem, Senior Vice President and Country Manager for Visa in the UAE, Kuwait, and Qatar, welcomed the collaboration with Dubai’s tourism and immigration authorities, highlighting its potential to provide Visa Infinite cardholders with additional value, convenience, and flexibility during their visits.

The Tourist Loyalty Card follows other initiatives introduced by Dubai to encourage visitors to return and strengthen their connections with the city.

Earlier in 2026, the Dubai Department of Economy and Tourism launched the “Dubai Invitation” initiative, offering benefits to residents who invite family members and friends from around the world to visit the emirate.

Both initiatives reflect Dubai’s continued focus on recognizing visitor loyalty, expanding travel benefits, and providing new ways for residents and international travelers to enjoy the city’s diverse attractions and experiences.
