Dubai continues to strengthen its position in digital transformation and smart government services, as Dubai Municipality has announced the launch of an innovative project to develop an artificial intelligence-powered system that fully automates the building permit issuance process. The initiative marks another important step in the emirate’s efforts to adopt advanced digital solutions across key sectors.
The project is based on the development of an integrated digital system capable of issuing building permits directly and without human intervention in standard cases. It will automatically read submitted drawings and documents and verify them against the requirements and regulations of the Dubai Building Code, as well as applicable technical and engineering standards, helping accelerate the process while improving the accuracy of results.
Building Permits in Dubai Powered by Artificial Intelligence
The project will enable the automated issuance of building permits for all types of private and investment villas through an intelligent AI Agent designed to carry out a wide range of review and verification tasks.
These tasks include checking the planning requirements related to land plots, reviewing architectural requirements in accordance with the Dubai Building Code, and verifying the compliance of mechanical, electrical, and plumbing systems.
The AI assistant will also verify structural requirements and the safety and stability of the building, in addition to matching information contained in submitted drawings with supporting documents and automatically extracting building card data.
This integrated approach is expected to create a faster and more accurate system capable of handling many review procedures that previously required significant time and effort, while also improving consistency in the application of technical and engineering requirements.
Reducing Permit Issuance Time From Days to Minutes
The project represents a major step forward in the development of building permit services in Dubai, as it will allow customers and engineering consultancy offices to conduct a preliminary review of designs before formally submitting their applications.
This feature will make it possible to identify missing requirements or necessary changes at an early stage, helping reduce repeated submissions and accelerate the completion of procedures.
The system will also provide immediate decisions on permit applications, contributing to reducing building permit issuance times from days to just minutes for applications that fully meet the required conditions and standards.
In cases where an application requires additional information or amendments, the system will provide clear and immediate comments and guidance, helping customers understand exactly what is required and address any issues more quickly and efficiently.
Improving Operational Efficiency Within Dubai Municipality
The project will also support greater efficiency across Dubai Municipality’s internal operations by reducing transaction processing times and limiting the need for manual reviews in standard applications.
Human review is expected to become increasingly focused on exceptional cases or applications requiring specialized technical assessment, allowing engineering and technical professionals to dedicate more of their time to higher-value tasks.
The use of a unified digital system will also help improve the quality and accuracy of data and statistics, providing more reliable information to support decision-making and future planning for Dubai’s building sector.

The project reflects Dubai’s broader direction toward moving government services into more intelligent and flexible models that rely on automation and digital analysis to accelerate procedures and improve the quality of the customer experience.
It also supports the emirate’s objectives to expand the use of artificial intelligence across government sectors, contributing to stronger operational efficiency and greater readiness for the future.
Three-Phase Implementation Over 26 Weeks
The project will be implemented in three main phases over a period of 26 weeks, beginning with the development and testing of the AI agent responsible for reviewing Dubai Building Code requirements across various engineering disciplines.
This phase will focus on testing the system’s ability to understand drawings and documents and accurately verify different requirements, ensuring that it is ready to move into a real operating environment.
The project will then proceed to a pilot launch in cooperation with a selected group of engineering consultancy offices. This stage will be used to assess the system’s performance in practice and collect feedback related to user experience and the efficiency of the review process.
In the third phase, the system will be fully launched for all private and investment villa permit applications submitted by engineering consultancy offices across the Emirate of Dubai, with complete integration into the “Build in Dubai” platform.

The project is part of Dubai Municipality’s ongoing efforts to further develop the emirate’s building ecosystem and accelerate government procedures through the adoption of the latest digital technologies and artificial intelligence solutions.
