The first step is to obtain a trade license from the economic department. This is followed by opening an establishment card with the Federal Authority for Identity, Citizenship, Customs and Port Security.
The third step involves completing the establishment card procedures with the Ministry of Human Resources and Emiratisation, allowing the employer to move forward with worker recruitment and the issuance of the required permits.
This clear sequence helps simplify the investor’s journey from the earliest stage of launching the business and provides a complete view of the relevant authorities and required documents.
8 Procedures for Recruiting a Worker
The worker recruitment stage includes eight procedures. It begins with issuing a job offer and having it signed by the worker, followed by enrollment in the worker protection insurance scheme and the issuance of a work permit.
The worker must then complete the required orientation session, after which the employment contract is issued. The next step is enrollment in the unemployment insurance system.
The remaining procedures include purchasing a health insurance policy and completing the requirements for issuing the worker’s residency permit and Emirates ID, enabling the employee to legally begin working in the country.
These steps provide an organized framework for the relationship between the employer and the worker, while ensuring that rights and responsibilities are clearly defined from the start of the employment process.
Documents Required to Open an Establishment Card
Opening an establishment card with the Ministry of Human Resources and Emiratisation requires a number of essential documents.
These include copies of both sides of the Emirates ID for UAE citizens and residents, or a copy of the visa showing the unified number for nonresidents.
A valid copy of the trade license must also be provided. It should include details of the business activity, address, post office box, and contact information.
For businesses involved in fishing boats, a boat license issued by the Ministry of Climate Change and Environment must be attached. For abra-related activities, a license issued by the Roads and Transport Authority is required.
