Dubai Municipality, Dubai Police General Headquarters, and the General Directorate of Identity and Foreigners Affairs – Dubai, in cooperation with Careem, have announced the launch of the “Muzare’ Al Fareej” initiative as a new digital service for providing and managing home gardening and landscaping services.
The initiative is part of a broader step to regulate gardening activities in residential areas according to clear and integrated standards. It will provide qualified and licensed workers, support service quality, address safety and security requirements across neighborhoods, and help preserve the appearance and attractiveness of residential communities.
Organized Gardening Services for Dubai Residents
The “Muzare’ Al Fareej” initiative represents a model community service built on cooperation between government entities and the private sector, with the aim of developing essential services that meet the needs of Dubai residents.
The initiative will allow residents to access organized and reliable gardening services, in addition to receiving specialized advice based on sustainable agricultural practices. This is expected to support the appeal of green spaces and advance sustainability standards across the emirate.
It will also regulate the process of requesting gardeners in residential areas through companies specializing in gardening and maintenance services, while offering a range of service packages for neighborhood residents.
Services provided by “Muzare’ Al Fareej” gardeners will include home gardening, routine garden maintenance, irrigation system installation and maintenance, as well as agricultural consultations. All services will be available through a single platform and can be requested when needed.
Initiative to Begin Operations in September
His Excellency Lieutenant General Abdullah Khalifa Al Marri, Commander-in-Chief of Dubai Police; His Excellency Lieutenant General Mohammed Ahmed Al Marri, Director General of the General Directorate of Identity and Foreigners Affairs – Dubai; and His Excellency Engineer Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, attended the signing ceremony of a memorandum of cooperation aimed at supporting the initiative and accelerating its implementation.
The “Muzare’ Al Fareej” initiative is scheduled to begin operating through the Careem app in September 2026.
The cooperation agreement sets out mechanisms to support the initiative, expand the use of digital solutions, improve the quality and efficiency of services, and regulate practices related to the maintenance of home gardens in residential areas.
It also aims to ensure compliance with approved regulations, contribute to improving community quality of life, facilitate the exchange of knowledge and expertise, build capabilities, and provide joint oversight of related projects and initiatives.
A Smart Experience for Gardening Services
Dubai Municipality is leading the “Muzare’ Al Fareej” initiative in coordination with the relevant government entities, with the goal of developing an integrated digital experience that makes it easier for residents to reach qualified home gardening and landscaping professionals.
The initiative will help improve the quality and reliability of services, support cooperation with local communities, and provide training and awareness programs that promote proper and sustainable agricultural practices.
Enhancing Neighborhood Safety and Security
Dubai Police General Headquarters will conduct ongoing awareness and field campaigns across residential areas in the emirate to increase public awareness of preventive measures and the proper procedures for requesting services.
These efforts will support the organization of service delivery according to best practices, help create a safer residential environment, and strengthen community security and public safety across Dubai’s neighborhoods.
The General Directorate of Identity and Foreigners Affairs – Dubai will also provide guidance related to relevant visas and permits, while taking part in awareness campaigns aimed at regulating the practices associated with selecting gardeners.
This role forms part of an integrated regulatory framework designed to strengthen compliance with approved systems, uphold safety and security standards, and preserve the security and stability of the community.
Developing the App and Qualifying Companies
Careem will be responsible for developing and operating the integrated platform for the initiative, coordinating with companies on registration and qualification procedures, and providing the supporting services required to deliver a safe and easy-to-use experience.
The platform will focus on improving service efficiency, strengthening the reliability of operations, and ensuring that all gardeners participating in the service comply with the laws and regulations in force.
The initiative will also seek to provide gardening services at prices suitable for different segments of the community, encouraging residents to adopt organized digital services and helping raise awareness of safety and security standards.
