UAE Launches AI Assistant Framework and Guide to Strengthen Federal Government Readiness

The National Committee for AI Assistance has launched the “AI Assistant Project Operating Framework” and the “AI Assistant Introductory Guide,” in a new step aimed at strengthening the federal government’s readiness to implement the project through a unified executive framework that reinforces governance, standardizes working methodologies, and accelerates progress toward the project’s national objectives.

The framework and guide were launched during a workshop attended by more than 400 government employees representing 43 federal entities. The workshop was designed to strengthen integration among government entities, unify efforts to accelerate implementation of the AI Assistant Project, and advance its target of transforming 50% of government processes, procedures, and services into AI-supported models.

His Excellency Mohammad Abdullah Al Gergawi, Minister of Cabinet Affairs and Chairman of the National Committee for AI Assistance, said: “The launch of the AI Assistant Project Operating Framework and its accompanying introductory guide represents a pivotal step in the federal government’s transformation journey and in realizing the vision of the wise leadership, as they establish a unified executive reference that brings together 43 federal entities under one methodology and clear priorities.

The shift toward AI assistance is not a separate technical path pursued independently by each entity, but rather an integrated national effort that requires a common language and unified governance standards to ensure that we achieve our objectives efficiently and rapidly.”

His Excellency added: “The participation of more than 400 employees from 43 federal entities in this workshop reflects the scale of institutional commitment to this transformation. We look forward to this executive framework forming a solid foundation for accelerating the transformation of 50% of government processes and services into AI-assisted models over the next two years, further establishing the UAE as a leading global model in building the government of the future.”

A Unified Executive Reference

The AI Assistant Project Operating Framework serves as a unified executive reference that defines the project’s core concepts, key tracks, and main objectives, as well as the general principles governing implementation.

The framework also organizes the implementation timeline and its different phases, sets criteria for prioritizing AI Assistant applications, and establishes clear mechanisms for project governance across federal entities. This supports greater consistency in implementation, improves efficiency, and accelerates progress toward government-wide targets.

The “AI Assistant Project Operating Framework” is built around five main tracks: operations and institutional support, strategic government work, government services, capabilities and training, and AI technologies and data.

Together, these tracks form an integrated implementation framework that enables federal government entities to apply the project through a clear and unified methodology, strengthening coordination and improving their readiness to adopt more advanced and efficient operating models.

A Strong and Integrated Framework

The “AI Assistant Introductory Guide” serves as a unified national reference for the project’s main concepts and methodologies. It provides both a conceptual and practical framework to help federal entities carry out identification and classification processes according to a shared methodology and a clear vision.

The guide also supports higher implementation quality, more consistent government practices, and faster adoption of AI Assistant applications across different areas of government work, contributing to greater efficiency and effectiveness.

During the workshop, the “AI Assistant Project Operating Framework” track covered a range of key topics, including the scope of transformation, specialized operations, institutional support processes, government services, strategic tasks, project objectives, and the general principles governing implementation.

The workshop also reviewed criteria for determining transformation priorities, governance mechanisms within federal entities, the implementation timeline, and its main phases. These elements are designed to support project delivery through a unified approach that strengthens coordination and integration among government entities.

Under the introductory guide track, participants reviewed the adoption of standardized definitions for generative AI, AI assistance, and multi-agent AI across government entities in the UAE.

The workshop also clarified the criteria government entities can use to classify the systems they currently employ, supporting implementation efforts and reinforcing a unified transformation methodology across the federal government.

The AI Assistant Project is one of the main pillars of the UAE Government 4.0 journey, which aims to deliver a qualitative transformation in the government operating model by deploying Agentic AI technologies across government processes, services, and sectors.

The new UAE Government ecosystem, guided by His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE, may God protect him, and announced by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may God protect him,

and overseen by His Highness Sheikh Mansour bin Zayed Al Nahyan, Vice President, Deputy Prime Minister and Chairman of the Presidential Court, aims to transform 50% of government sectors, services, and processes into operating models based on AI assistance within two years.

The initiative is considered the first of its kind globally and is designed to enhance government efficiency, improve the quality and effectiveness of services, increase their positive impact on customers, and further strengthen the UAE’s leadership in developing and designing governments of the future.

Project Operating Framework

The AI Assistant Project Operating Framework serves as the executive framework for applying the project across the government and provides a unified reference that defines the core concepts and tracks associated with the initiative.

It also outlines the general principles governing implementation and sets the criteria used to prioritize AI Assistant applications, helping federal entities execute their plans with greater consistency and effectiveness.

In addition, the framework organizes the implementation timeline and its different stages while defining governance mechanisms across federal entities, providing greater clarity of roles and ensuring stronger coordination among all participating entities.

Introductory Guide

The “AI Assistant Introductory Guide” serves as a unified national reference for the key concepts and methodologies associated with the project and helps establish a shared understanding of the role and nature of AI Assistant applications within government entities.

The guide provides a conceptual and practical framework that supports federal entities in carrying out identification and classification processes. It also contributes to standardizing work practices, improving implementation quality, and accelerating the adoption of AI Assistant solutions.

The guide further establishes standardized definitions for the main concepts associated with artificial intelligence, strengthening the ability of government entities to classify systems and applications according to clear foundations and supporting the implementation of the project under a unified and ambitious government vision for the future.
