Mohammad Al Gergawi: Government Partnerships Accelerate Development and Make a Difference in People’s Lives

The governments of the United Arab Emirates and the Arab Republic of Egypt have announced the extension of their strategic partnership in government modernization for another five years, through 2031, in a step aimed at expanding cooperation and the exchange of government expertise and experiences, developing performance and services, building government capabilities and leadership, and strengthening the future readiness of government work.

The announcement came during an official visit by an Egyptian government delegation to the UAE, where His Excellency Mohammad Abdullah Al Gergawi, Minister of Cabinet Affairs, and His Excellency Dr. Ahmed Mohamed Tawfik Rostom, Minister of Planning and Economic Development of the Arab Republic of Egypt, signed an agreement extending the strategic partnership in government modernization through 2031.

A New Phase of Government Cooperation Between the UAE and Egypt

The agreement establishes a new phase of cooperation between the governments of the UAE and Egypt, building on the partnership launched in February 2018, which has achieved significant results over the past years across several areas of government work, including government services, government excellence, capacity building, government accelerators, and government competitiveness.

His Excellency Mohammad Al Gergawi affirmed that relations between the United Arab Emirates and the Arab Republic of Egypt represent a well-established model of brotherhood, cooperation, and partnership, and enjoy the support of the leaderships of both countries. He noted that the partnership in government modernization translates the depth of these relations into practical initiatives and projects that serve the development journey and positively impact people’s lives.

His Excellency said: “Government partnerships accelerate development and make a difference in people’s lives, and the UAE-Egypt partnership is a promising model for cooperation, the exchange of expertise, and future readiness.”

Developing Services and Building Government Capabilities

For his part, His Excellency Dr. Ahmed Mohamed Tawfik Rostom affirmed the importance of the long-standing economic and development relations between the Arab Republic of Egypt and the United Arab Emirates, as well as the shared commitment to strengthening cooperation in developing government work, consolidating governance principles, empowering human resources, and building institutional capabilities in ways that enhance service quality and contribute to achieving sustainable development goals.

His Excellency also noted that extending the partnership through 2031 strengthens the path of cooperation and builds on the results already achieved, explaining that the “Egypt Government Excellence Award” has contributed to establishing a culture of excellence and creating a positive competitive environment that encourages government entities and their employees to adopt best practices and continuously improve performance.

The extension of the agreement reflects the commitment of both countries to continuing their joint efforts in developing government models and strengthening institutional efficiency, while benefiting from successful experiences in administration, services, and government innovation.

A Strategic Partnership Launched in 2018

The strategic partnership in government modernization between the two countries was launched in February 2018 and covered five main areas: government services, government excellence, capacity building, government accelerators, and government competitiveness.

These areas helped establish an integrated framework for cooperation between the two sides, focusing on institutional development, knowledge transfer, enhancing the capabilities of government personnel, and supporting initiatives that contribute to improving services and strengthening competitiveness.

Over eight years, the partnership has produced a wide range of results and joint initiatives that reflect the breadth and effectiveness of cooperation across multiple areas.

Among the most notable outcomes was the launch of 17 permanent and mobile government service centers in Egypt, inspired by the UAE’s government service center experience, supporting efforts to improve customer experience and deliver services more efficiently and flexibly.

More Than 10,000 Nominations for the Egypt Government Excellence Award

The partnership also witnessed the launch of the “Egypt Government Excellence Award,” inspired by the UAE Government Excellence Model. Over five editions, the award received more than 10,000 nominations.

More than 600 assessors from both countries participated in the evaluation process, reflecting the scale of cooperation in transferring expertise related to excellence standards and institutional performance assessment, while encouraging government entities and employees to continuously raise performance levels.

The partnership also contributed to building the capabilities of more than 16,000 government leaders and employees through programs aimed at developing skills and competencies and strengthening the ability of government personnel to respond to the requirements of modern government work.

In addition, more than 1,500 specialized workshops were organized in areas including institutional performance development, government services, excellence, innovation, and accelerating government achievement, further supporting the exchange of knowledge and expertise between the two sides.
