This Is What I Learned from Dubai

Major Chi Tran from the People’s Police Academy in Vietnam confirmed that her participation in the Police Innovation and Leadership Diploma was an exceptional experience in her professional journey, as it opened new horizons for her in understanding leadership, police education, and the exchange of expertise among different countries.

Her participation in the program, organized by Dubai Police General Command in cooperation with Rabdan Academy, came as part of her role as a lecturer involved in preparing future police officers. She was also keen to gain practical knowledge that she could later share with her students and colleagues in Vietnam.

She said that being in Dubai gave her the opportunity to step outside her usual environment in lecture halls. Instead of being the instructor who leads discussions and guides students, she found herself in the position of a learner, listening to and engaging with the experiences of officers from different countries and diverse policing and cultural backgrounds.

Major Tran explained that the most important lesson she took from the experience was not only related to modern technologies or advanced strategies, but to listening. She noted that successful leadership begins when a leader is ready to learn from others and able to understand different points of view.

She added that the program stood out because it combined academic learning, practical training, and activities that strengthened communication among participants. However, she said the deepest impact came from the human interaction and informal discussions that allowed participants to exchange experiences and better understand different cultures.

During the program, Major Chi Tran shared aspects of the policing experience in Vietnam, which is based on strengthening the relationship with the community while keeping pace with digital transformation. She stressed that combining closeness to people with the development of work tools is an important path toward improving police services.

While learning about Dubai Police initiatives, she was particularly impressed by the Smart Police Stations, known as SPS. She described them as a practical model for using technology to make services easier and closer to members of the community.

She emphasized that what impressed her most about these initiatives was not the technical side alone, but the idea behind them: improving the daily experience of customers and providing police services that are easier, more efficient, and smoother to use.

Major Tran pointed out that the knowledge and experience she gained in Dubai will be reflected in her academic work. She plans to pass these concepts on to her students and colleagues, helping prepare a generation of officers who are more open to global experiences and more capable of dealing with modern challenges.

She also expressed her hope to strengthen cooperation between police academies in Vietnam and Dubai Police, especially in the areas of training and knowledge exchange. She affirmed that today’s security challenges go beyond geographical borders, making international cooperation essential for building a more advanced and human-centered policing future.
